A journey to the past reveals more than we want to see–mold!

An urge to connect with the past led us to the back of the closet and stacks of boxes with family pictures. Anticipation mounted as we opened the boxes to see how we looked growing up. But, what we saw was…mold!

Yes, mold deserves an exclamation point, especially if your home is on the market and buyers are looking in every nook and cranny. Not only does mold complicate your home sale, it also affects your health and can be very costly to remove.

The first line of defense is to prevent mold before it takes hold. Mold needs several conditions to flourish–food, moisture, the right temperature, stagnant air and time. During this spring’s storms, some moisture must have dripped into the closet and settled on the family pictures. Add stagnant air, then high temperatures, and we grew mold.

Here are some preventative measures to ensure your home is mold free.

• Be aware of your home’s humidity. The more humid it is, the more opportunity for mold to grow. Because Missouri is very humid during the summer, it’s important to keep the air conditioning at about 78 degrees. Much higher than that temperature and the humidity goes up. Setting the thermostat very low makes for colder surfaces and condensation.
• Clutter contributes to mold. All that stuff blocks airflow, reducing your AC’s ability to dehumidify and creating a stagnant atmosphere. One of our goals in the closet project was to de-clutter, review all sorts of stuff way in the back and get rid of what we didn’t want. Now, we have not only de-cluttered, but are also facing mold removal.
• Check areas that are moisture magnets. Wipe up water in the bathroom and routinely re-caulk around the bathtub. Keep an eye out for moisture in the laundry area and other parts of the basement. Look up at the basement ceiling as well as down at the floor.
If you do find mold, should you go for a do-it-yourself removal project or call the experts? For very small areas, you could remove the mold using a solution of dishwashing soap and water, but because disturbed mold spores become airborne very quickly, you’ll still have to suit up, wear goggles and long gloves.

Our best advice is to leave mold removal to the pros. Not only do they have special equipment to deal with the situation and discard the materials so that spores do not escape, they can also determine what may be behind the walls that you can’t see.

Energize Missouri Appliance Program helps homeowners upgrade, lower utility bills

The new rebate incentive replaces inefficient appliances with those that use less energy and water.

With spring coming along nicely, all kinds of government programs to help both homebuyers and sellers, and the variety of green options available, here’s one more reason to increase your home’s market value and practice conservation. Beginning April 19, the Missouri Department of Natural Resources’ Division of Energy begins the Energize Missouri Appliance Program, offering consumers rebates on a selected variety of ENERGY STAR® new appliances.

To receive the rebate, consumers must buy ENERGY STAR® appliances at participating retail locations or through contractors and provide proof of recycling or haul away of the older, less energy efficient appliances. Appliances eligible for rebates include dishwashers, $75; clothes washers, $75; gas condensing water heaters, $150; Gas storage water heaters, $100; gas tankless water heaters, $100; electric pump water heaters, $150; solar water heaters, $500; gas furnaces, $125; central air conditioners, $100; and air source heat pumps, $250.

These rebates can be combined with federal energy tax credits and any manufacturers’ rebates.

Not only do the rebates help consumers reduce energy consumption and cost, but the program is designed to help create jobs for appliance manufacturers and retail stores.

The state of Missouri received $5.67 million from Recovery Act funds for program participation, which will continue as long as the state has money to support the program, or until the February 2012 expiration date.

St. Louis region ranked in top 10 best housing markets

Our area is also a “best-bang-for-the-buck” and home prices edge up.

It seems as though St. Louis has a lock on the good news department lately. Our region was selected for two Forbes.com lists and home prices are moving up. If you’re shopping for a house, St. Louis is one of the best markets, according to Forbes.com. The magazine recently released their list of Top 10 Best Housing Markets and St. Louis landed in the number eight slot. The list is based on the stability of each metro area as measured by affordability rankings and foreclosure rates as an indicator of a lack of excess inventory, making the top cities what they call the best opportunities for home shoppers. The top 10 housing markets include: Pittsburgh, PA, Louisville, KY, Houston, TX, Minneapolis, MN, Indianapolis, IN, Memphis, TN, Columbus, OH, St. Louis, Dallas/Ft. Worth, TX and Austin, TX.

In another Forbes list, St. Louis made the “Best-Bang-For-The-Buck Cities” analysis. This top 100 list is based on solid housing markets, relatively stable employment, a low cost of living and quick commutes.

Home prices are on the way up too, growing for the second straight month in January–up 0.6%, according to real estate data firm First American Core Logic’s Home Price Index. In December the year-over-year increase was 1.54 percent, the first positive number after at least nine months of declines. Nationwide, prices are still falling, down 0.7 percent in January, according to First American.

All good news as we look forward to a spring surge in home sales.

$35 million economic development package passed at MHDC

As Chair of the Missouri Housing Development Commission, I am very excited to announce that moments ago we passed a $35 million economic development initiative. This initiative, first unveiled by Governor Jay Nixon and myself on November 24, will provide property tax relief to thousands of qualified middle- and low-income Missouri homebuyers, create and protect potentially thousands of good-paying jobs and help improve energy-efficiency in Missouri housing.

The $35 million package was approved at today’s MHDC meeting, which was webcast live for the first time ever in an effort to bring increased transparency to the housing agency. The package provides:

  1. $15 million to pay the first year of property taxes for qualified homebuyers who purchase a new or existing home after January 1, 2010. This has the opportunity to help between 9,000 and 11,000 Missouri families making less than $100,000 a year.
  2. $15 million to finance and begin construction on affordable multi-family housing. This will create and save thousands of jobs at a time when Missouri unemployment is over 9% and allow us to continue to make quality affordable housing available to all Missourians.
  3. $5 million in assistance to qualified homebuyers to help with down payments and closing costs. This helps potential homebuyers overcome the obstacle of coming up with enough cash for a down payment and closing costs. MHDC has been a national leader on this front.
  4. Additional assistance to homebuyers who purchase an energy-efficient home or purchase energy-saving appliances. This is an opportunity to raise energy-efficiency standards in Missouri, making a positive impact on both the economy and the environment. It’s a win-win.

This economic development package provides property tax relief to thousands of Missourians at a crucial time in our economy without spending Missouri tax dollars. This will be paid for entirely out of MHDC’s reserve fund and federal recovery funds already in our possession. This comes in addition to more than $100 million in recovery funds and more than $19 million in reserves already allocated to boost Missouri’s economy and put Missourians back to work.
My goal as Chair is to ensure MHDC is playing a pivotal role in Missouri’s economic recovery and I believe we are doing that. The agency already offers competitive interest rates on home loans for qualified borrowers and a cash assistance loan plan for first-time homebuyers to help with down payments and closing costs. MHDC has also been a national leader in allowing Missourians to use the $8,000 federal first-time homebuyer tax credit up front for a down payment or closing costs. This program has been a success and will continue until at least April of 2010.

At a time when economic resources are scarce, it is important for you to know that I am constantly looking for new and innovative ways to get our economy moving again as well as ways to better marshal the tools and resources that are available.

One of those tools is the Missouri Linked Deposit Program, which provides low-interest loans to qualified small businesses and family farms. On November 23, I announced the largest-ever small business loan issued through the program. A small agricultural company in Marshall qualified for a $3.4 million loan, which will save the business more than $300,000 over five years compared to the cost of a regular loan. In addition, the loan will allow the company to add jobs and expand its customer base.

Thanks to changes made earlier this year to the Missouri Linked Deposit Program through my Invest in Missouri legislation, I am able to issue these kinds of loans to more small businesses with less turnaround time, allowing them to receive much-needed capital quickly.
Again, this costs Missouri taxpayers nothing. The Missouri Linked Deposit Program allows us to invest right here in Missouri to help small businesses that need it the most and who are playing a pivotal role in our economic recovery.
